It would suggest he makes such Jokes in private if he does it in public. So, either the beach vendors are Wolofs and he is saying that Wolofs all look alike or, he's suggesting someting that relates far more to skin colour and the professions that those of that colour might have in his experience?
I dont think it is racist. I think its begging for attention by using both skin colour and race as the trigger in a mildly derogatory way. This is something that pisses off black people and is a key theme in the TV show Atlanta.
Its a little bit like saying a Korean is Japanese ( which I stupidly did once on the golf course) just because they are similar looking. However, I never suggested the Korean looked like Japanese War criminals.

It's a bit silly for him to even do a comparison seeing as he comes from a people who have been ridiculed for centuries for certain traits which has been pointed out as being wrong.
Say he wasn't jewish and had said some about an Israeli team trying camp being like a certain disgusting famed one!
UPROAR is what there would have been and rightly so.
You can't pick and choose when it's a bit of fun on these subjects, and when you probably been on the end of it many times even more so.
